The Huawei SmartPCC solution is an E2E traffic monetization solution that helps carriers build an efficient, real-time, closed-loop management system that covers revenue, bandwidth, and cost. This solution consists of the PolicyView analysis system and the UPCC policy control server (Huawei's version of PCRF) and offers a smart policy control center and a marketing support center to help carriers refine MBB traffic monetization by maximizing value per bit.

The SmartPCC solution collects and analyzes real-time network information and designs differentiated service plans. It increases carrier revenue by pushing those service plans to target customers.
As a real-time analysis system, the SmartPCC obtains and analyzes network status and subscriber behavior in real-time and deploys policies accordingly. It is capable of obtaining complete subscriber data, including service, location, billing, subscription, and data usage information.
The SmartPCC solution has a use case consulting and design knowledge base that incorporates Huawei's experience in working with more than 160 carriers worldwide. With the SmartPCC solution, Huawei can customize and deploy use cases for a carrier within a month, covering data collection, network analysis, policy selection, enforcement, and evaluation.
Data analysis, policy design, use case deployment, and policy effectiveness evaluation are performed in sequence to achieve closed-loop policy management. For example, SmartPCC utilizes the following closed-loop process in the Valuable Service Analysis and Recommendation use case: automatic identification of high-value services and customer groups; automatic and targeted marketing; automatic evaluation and optimization.
Carriers can customize data analysis dimensions and reports based on local market requirements and then use the analysis results to design use cases for targeted marketing. Customers can also define marketing effect evaluation dimensions.
